Kreisstadt Saarlouis

D — Vor dem Hintergrund des soziodemographischen Wandels und angespannter
öffentlicher Haushalte erfährt die Stadt(teil)entwicklung einen erheblichen Bedeutungsgewinn in
der kommunalen Politik. Für eine nachhaltige soziale Stadt(teil)entwicklung werden empirische
Daten benötigt, die als Grundlage für kommunalpolitische Entscheidungen zur sozialen Infrastruktur
genutzt werden können. Die Forschungsgruppe Bildungs-, Evaluations- und Sozialstudien (ForBES)
unterstützt Kommunen bei der Entwicklung einer Sozialberichterstattung und berät sie bei der Um-
setzung einer querschnittsorientierten strategischen Entwicklungs- und Sozialplanung. Am Beispiel
der Stadt Saarlouis wird der seit drei Jahren wissenschaftlich begleitete Prozess der Sozialraum-
analyse und Sozialplanung exemplarisch am Beispiel des Aufbaus einer Sozialberichterstattung
dargestellt.

F — Dans un contexte de transition socio-démographique et de budgets publics
serrés, l‘importance du développement de l‘urbanisme (de quartier) augmente considérablement
dans la politique communale. Pour un développement social durable (de quartiers) de la ville, il faut
des données empiriques exploitables comme base de décisions politiques communales sur l‘infra-
structure sociale. Le groupe de recherche Études sur l‘éducation, d‘évaluation et sociales (ForBES)
aide les communes à développer un reportage social et les conseille dans la transposition d‘une
planification du développement et d‘une planification sociale stratégique orientée sur les catégories
moyennes. En prenant la ville de Saarlouis pour exemple, un processus d‘analyse de l‘espace social
et de planification sociale, suivi scientifiquement depuis trois ans, est présenté en prenant pour
exemple la mise en place d‘un reportage social.

E — Against the backdrop of socio-demographic change and stretched public bud-
gets, urban (district) development is enjoying a considerable increase in importance in local govern-
ment policies. For sustainable, social urban (district) development empirical data are required to
form the basis for local government policy decisions on social infrastructure. The Education, Evalua-
tion and Social Studies research group (ForBES ) supports local government in the development of
social reporting and provides advice on the implementation of broad-based, strategic development
and social planning. Using the town of Saarlouis as an example, the process of social space analysis
and social planning, which was scientifically supported for three years, is presented in the develop-
ment of a social reporting.
