D — Seit der Jahrtausendwende wächst die Einsicht, dass Deutschland eine Einwan-
derungsgesellschaft ist und Integration somit als eine politische Gestaltungsaufgabe zu begreifen
ist. Der Arbeitsmarktintegration von Migrantinnen und Migranten wird auf der Bundesebene nicht
zuletzt vor dem Hintergrund der wachsenden Zuwanderung eine zentrale Bedeutung zugemessen.
Hierzu sollen die in der Breite eingeführten Integrationskurse dienen, aber auch neue gesetzliche Re-
gelungen und unmittelbar arbeitsmarktbezogene Programme sind auf den Weg gebracht worden. Zu
diesen gehört das Bundesprogramm „Integration durch Qualifizierung (IQ)“. Das Regionale Netzwerk
„IQ Saarland“ wird seit 2005 von der Forschungs- und Transferstelle ‚Gesellschaftliche Integration
und Migration‘ (GIM) koordiniert.

F — Depuis le tournant du millénaire, on réalise de plus en plus que l‘Allemagne est
une société d‘immigration, donc que l‘intégration est à comprendre comme une tâche politique de
structuration. Au niveau fédéral, il est accordé une importance capitale à l‘insertion des migran-
tes et migrants sur le marché du travail, le contexte de l‘immigration croissante n‘en étant pas la
moindre des raisons. Les cours d‘intégration introduits à grande échelle à cette fin doivent servir à
cela ; par ailleurs, de nouveaux règlements légaux et des programmes se référant directement au
marché du travail ont aussi été mis en route. Parmi eux figure le programme fédéral « Intégration par
la qualification (IQ) ». Le réseau régional « IQ Saarland » est coordonné depuis 2005 par le service de
recherche et de transfert « Gesellschaftliche Integration und Migration » (GIM – Intégration sociale et
migration).

E — The realisation that Germany is a net immigration society and integration must
therefore be regarded as a point of the policy agenda has been growing since the turn of the millen-
nium. Migrant integration in the employment market at the federal level is of central importance, not
least against the backdrop of increasing immigration. The broadly introduced integration courses are
designed to serve this purpose, but new statutory requirements and programmes aimed directly at
the employment market have also been introduced. These include the federal „Integration by Qual-
ification (IQ)“ programme. The regional IQ Saarland network has been coordinated by the research
and transfer point „Gesellschaftliche Integration und Migration“ (GIM – Integration and Migration in
Society) since 2005.
